I think anyone who wants to come to this country should be able to, with some restrictions.
1. Must Speak, Understand, Read and Write English at a 10th grade level or better.
2. Must have working knowledge of American Culture and Values.
3. Must have basic knowledge of our history, and how our government works.
4. No Felonies.
5. Must pass a test certifying the above.
How it works:
Foreign national applies for 5 year work visa, pays something like a $250 "Visa Application Fee" and pass testing, then another $250 "Visa Acceptance Fee" if they meet requirements to get the visa document.
After four years, they must provide proof of employment for 3 of the previous 4 years, as well as proof of tax filing for the previous 4 years, if they meet this, they pay another $250 for a "Citizenship Application Fee", at which point another background check is run assuming that comes back clean, then they pay another $250 for the "Citizenship Acceptance Fee" they would then show up to take their oath of citizenship, get handed naturalization documents, an American Passport, and a Certificate suitable for framing.
